Call For Chapter Proposals
BOOK DESCRIPTION:The National Education Finance Academy (NEFA) has completed a project providing a one- of-a-kind practical book on funding public higher education in the United States. The association has convened university faculty members, state-level administrators, and others to provide a single-volume reference of higher education funding mechanisms for each of the states and the District of Columbia. The book, entitled Funding Higher Education in the United States is a single volume with a clear and short chapter about each state.
This volume supplements the annual “state-of-the-state” profiles produced by the National Education Finance Academy so that educators, policymakers, and researchers can have access to accurate and concise information on how higher education functions are supported across multiple jurisdictions.
Each chapter contains information about:
• Basic support program description and operation (the state aid formula if applicable) including how funding for higher education is apportioned, systems and funding structures
• Supplemental funding options relating to how colleges and universities raise funds attached to or above the regular state aid scheme
• Tuition and fee revenue including any restrictions or caps associated with this funding source
• Reliance on External Funding (e.g., grants, partnerships) for Operations
• Compensatory programs operated in school districts and how those are funded and aided
• Auxiliary Unit Funding (e.g., College Athletics) if applicable
• Any funding supports for physical facilities and operations; and
• Other aids not covered in the above list
STATE CONFIRMATION PROCESS:
Example: To confirm a state/states, authors should notify their interest (including to Henry Tran (htr@sc.edu) by November 15, 2024. All notifications will receive a reply for state confirmation.
CHAPTER SUBMISSION PROCESS:
Authors of accepted proposals will be notified by [Insert Date] about the status of their submission, sent chapter guidelines, and next steps in the process. Confirmed authors should send a one to two sentence biography statement with their submitted chapters. The authors should include their name and affiliation.
Full chapters, ranging from 7,000 to 8,000 words in Times New Roman 12, double spaced text, inclusive of title, abstract, manuscript, and references, should be submitted as a Microsoft Word email attachment. Manuscripts should conform to 7th edition APA style conventions. See Author Guidelines. Graphics and images may be included.

Notification of Invite to Submit Chapter (Notification of Peer Review Process): November 22, 2024
Submission of Book Chapter: July 1, 2025
Reviews of Book Chapter Manuscripts Sent to Author(s): September 1, 2025
Receipt by Editors of Final Draft of Book Chapters: November 1, 2025
Final Book Submitted to Publisher: January 1, 2026
Anticipated Publication: Determined by the Publisher based on Final book Submission Deadline
